What Does IEP Stand For?

What does IEP stand for? In American schools it stands for Individualized Education Program, a written plan that spells out the special education services and supports a student with a disability will get. Many parents and teachers say "Individualized Education Plan," and everyone knows what they mean, but "Program" is the term in federal law.

An IEP is a legal document, not a casual note. Public schools write one for each child who qualifies under IDEA, the Individuals with Disabilities Education Act. It sets goals for the year and lists exactly who will help the student, how often and where.

What does IEP stand for in special education?

Reading the three letters
LetterWordWhat it signals
IIndividualizedWritten for one child, not a whole class
EEducationCovers learning at school
PProgramThe full set of services and supports

The key word is the first one. Two students with the same diagnosis can have very different IEPs, because each plan starts from what that student can do now and what he or she needs next.

What goes into an IEP

Plans vary by state and district, but most contain the same core parts:

  • Present levels: how the student is doing now in reading, math, behavior, speech or daily skills.
  • Annual goals: measurable targets, such as reading a grade level passage at a set speed.
  • Services: special instruction, speech therapy, occupational therapy, counseling and how many minutes of each.
  • Accommodations: changes like extra test time, a quiet room or text read aloud.
  • Placement: how much of the day the child spends in a general classroom.
  • Progress reports: how and when the school tells parents about progress toward the goals.

From a sample plan: "Student will receive 30 minutes of speech services, twice a week, in a small group." That line is a promise the school must keep.

What does IEP stand for in school meetings?

When a teacher says "we have an IEP meeting Thursday," she means the team that writes or reviews the plan is getting together. That team usually includes the parents, a general education teacher, a special education teacher, a school leader and someone who can explain test results. Older students are often invited too. Students in high school also get a transition plan for life after graduation.

The process usually runs like this:

  1. A parent or teacher asks for an evaluation.
  2. The school tests the child, with parent consent.
  3. The team decides whether the child qualifies.
  4. If so, the team writes the IEP and the parent signs consent for services.
  5. The plan is reviewed at least once a year, and the child is reevaluated at least every three years.

IEP vs 504 plan

Both plans help students with disabilities, but they come from different laws. An IEP comes from IDEA and includes specialized instruction. A 504 plan comes from a civil rights law and mostly gives accommodations, like seating near the board or extra breaks, without changing what is taught. A child who needs teaching changed usually has an IEP. A child who learns the same lessons but needs access changes may have a 504.

Schools also use tiered support systems called RTI and MTSS before or alongside an evaluation.

Other meanings of IEP

  • Intensive English Program: a college course of study for students learning English before regular classes.
  • Individual Employment Plan: a job seeker's plan in some workforce programs.

In a K to 12 school letter, IEP almost always means the special education plan. On a college admissions page for international students, it usually means the English program. More classroom letters are on the school acronyms hub.

Everything here is a general overview of how IEPs work. Special education rules vary by state, so ask your school district, your state education agency or a special education attorney about a specific case.

Questions people ask

Is IEP short for Individualized Education Plan or Program?

Federal law uses Individualized Education Program. "Plan" is a common everyday version, and schools understand both.

Who qualifies for an IEP?

A student who has a disability covered by IDEA and needs special education to make progress in school. The school decides after an evaluation, with the parents as part of the team.

Can a parent request an IEP evaluation?

Yes. A parent can ask the school in writing to evaluate the child. The school must then respond, and it needs the parent's consent before testing.

Does an IEP follow a student to a new school?

Yes. If a student moves, the new public school must provide services similar to the old plan until it adopts the plan or writes a new one.

How do you say IEP?

Say each letter, "eye ee pee." Nobody reads it as a word; the three letters are named one after another, which makes it an initialism.
