What Does ROM Stand For?

TechComputersConstructionUpdated Oct 30

What does ROM stand for? Most often it means read-only memory, the kind of computer chip that holds instructions a device needs every time it turns on. Two other meanings are almost as common in their own worlds: rough order of magnitude, a first ballpark cost estimate in construction and project work, and range of motion, how far a joint can move, in physical therapy and fitness.

The three meanings rarely collide. A builder sending you a ROM is talking about money, a therapist measuring your ROM is talking about your knee, and a gamer talking about ROMs means copies of game data. Nearby words settle which meaning is in play.

ROM stands for different things by field

  1. Read-only memory (computers and electronics): stored data that the device reads but normally does not change.
  2. Rough order of magnitude (construction, engineering, government contracts): an early estimate meant to show the size of a cost, not the exact figure.
  3. Range of motion (physical therapy, sports medicine, workouts): the distance a joint can move in a given direction.
  4. Rupture of membranes (labor and delivery): the medical term for when a pregnant person's water breaks.
  5. Rom. (Bible references): the short form for the Book of Romans, written with a period.

As a short form you say as a word, ROM fits the classic pattern explained in what is an acronym.

ROM in computers: read-only memory

Read-only memory keeps its contents when the power goes off. That makes it a good home for firmware, the low level code that wakes up a computer, a router, a printer or a microwave and tells it what to do first. The name comes from the fact that, in its original form, the chip was written once at the factory and then only read.

Later types relaxed that rule:

  • PROM: programmable ROM, written once after manufacture.
  • EPROM: erasable PROM, cleared with ultraviolet light.
  • EEPROM: electrically erasable PROM, rewritten with an electric signal.
  • Flash memory: a fast cousin of EEPROM used in phones and memory cards.

A CD-ROM, short for compact disc read-only memory, used the same idea for discs you could play but not record over. Gamers also say "ROM" for a file copied from a game cartridge's chip.

What does ROM stand for in construction?

On a job site or in a bid meeting, a ROM is a rough order of magnitude estimate. It answers the question "Are we talking about thousands, hundreds of thousands or millions?" before drawings are finished. Because so much is still unknown, a ROM carries a wide margin, and everyone treats it as a starting point for budgeting rather than a promise.

Email from a facilities manager: "Can you send a ROM for the roof replacement by Friday? We just need it for next year's budget request." The contractor will reply with a ballpark range, then a detailed bid later.

Project managers and government buyers use the same term for software, equipment and service contracts.

ROM in health care and fitness

In a therapy note, ROM is range of motion, usually measured in degrees with a tool called a goniometer. "Knee flexion ROM 0 to 110 degrees" records how far the knee bends. Therapists talk about active ROM, when you move the joint yourself, and passive ROM, when someone else moves it for you.

Coaches use the phrase too. "Full ROM squats" means going through the whole movement instead of cutting it short. In a maternity ward, a chart that reads "ROM at 0400" means the water broke at 4 a.m.

This is general information. Ask your doctor or physical therapist what the ROM numbers in your own chart mean for you.

How to say and write ROM

Most people say ROM as one word, rhyming with "mom." In construction offices some say the letters, "R O M," and both are fine. Capital letters with no periods is the standard form; add a lowercase s for the plural: ROMs. Because the word sound starts with a consonant, use "a": "a ROM chip," "a ROM estimate." The Bible abbreviation is the exception, written Rom. with a capital R and a period.

Questions people ask

Is ROM an acronym?

Yes. In computing it is almost always pronounced like a regular word, so it fits the strict acronym definition. Some project teams read out the three letters, and in that form it counts as an initialism.

What does ROM mean on a phone?

For smartphones, ROM can mean the built in storage or the operating system image installed on it. People who load a different system onto a phone call that a custom ROM.

How accurate is a ROM estimate?

It is meant to be rough. It shows the scale of a cost early on, with a wide range above and below, and is replaced by a detailed estimate once plans are set.

What is the ROM acronym in physical therapy?

It stands for range of motion, the amount a joint can move. Therapists measure it in degrees and track it as you recover.

What is the difference between ROM and RAM?

ROM keeps its data when the power is off and stores startup code. RAM is fast working memory that holds whatever you are doing right now and is cleared when the device shuts down.
