What Does HOV Stand For?

EverydayDrivingRoad signsUpdated Oct 30

What does HOV stand for? On road signs it stands for high-occupancy vehicle, meaning a car, van or bus carrying more than one person. An HOV lane, often called a carpool lane, is a lane set aside for those vehicles, usually during rush hour, to move more people with fewer cars.

The sign tells you who may use the lane, and the small number after it is the key detail. "HOV 2+" means at least two people in the vehicle, counting the driver. "HOV 3+" means three or more. Drive alone in one of these lanes during its hours and you risk a ticket.

Occupancy counts people, not seats. A five seat car with only the driver is a low occupancy vehicle. The same car with a parent and a child counts as two, and in most places children count as passengers just like adults.

How HOV lanes work

An HOV lane is usually the far left lane of a freeway, marked with white diamonds and signs that list the rules. Some are separated by a painted double line or a barrier and only let you enter or exit at certain gaps. Others are open to all traffic outside peak hours.

On an overhead sign: "HOV 2+ ONLY, 6 to 9 AM, 3 to 7 PM, MON to FRI." Between those hours on weekdays, you need at least one passenger. Outside them, any driver may use the lane.

Buses usually qualify. Many states also allow motorcycles, and some let certain clean air vehicles use HOV lanes with a special decal. The posted signs always have the final word.

Rules and fines differ by state and even by road. Check the signs and your state's department of transportation or DMV for the rules where you drive.

HOV vs HOT lanes and express lanes

  • HOV lane: free for vehicles that meet the passenger minimum.
  • HOT lane: high-occupancy toll lane. Carpools may ride free or at a discount, and solo drivers can pay a toll to use it. The toll often rises when traffic is heavy.
  • Express lane: a broad name that can mean an HOV lane, a HOT lane or an all toll lane, depending on the area.

Many HOT lanes need an electronic toll tag even for carpools, so a car with three people may still need to set the tag to carpool mode.

Why HOV lanes exist

A single lane full of carpools and buses can move more people per hour than a lane of solo drivers. HOV lanes aim to reward sharing a ride with a faster, more reliable trip, which can cut traffic, fuel use and air pollution. Transit agencies also rely on them to keep express buses on schedule.

Common HOV mistakes

  1. Crossing the double lines. Where the lane has solid double lines, entering or leaving across them is usually illegal.
  2. Forgetting the hours. A lane that is open to all at noon may be HOV only at 5 p.m.
  3. Misreading 2+ and 3+. A driver plus one passenger does not qualify for a 3+ lane.
  4. Using a dummy passenger. Mannequins and dolls do not count and can lead to a bigger fine.

Other HOV meanings and look-alikes

Outside traffic, HOV can be a nickname in music, but on any road sign or traffic report it means high-occupancy vehicle. It is easy to confuse with SUV, sport utility vehicle, and RV, recreational vehicle, which are vehicle types rather than lane rules. An SUV with three people inside is still an HOV.
