What Does GSA Stand For?

GovernmentContractsUpdated Oct 30

What does GSA stand for? Inside Washington budgets and federal leases, the letters point to the General Services Administration, an independent agency of the US federal government that handles the everyday business side of running government. It manages many federal office buildings, buys goods and services in bulk for other agencies and runs a large fleet of government vehicles.

The letters also have a second common meaning in schools, where a GSA is a student club. The sections below cover the agency first, then the school club and a few smaller uses, so you can match the meaning to where you saw it.

What does GSA stand for in government?

Each word in the agency's title hints at part of its job.

  • General: it serves the whole government, not one topic like health or defense.
  • Services: it provides support such as space, supplies, vehicles and technology.
  • Administration: it is an agency that manages programs.

Congress created the agency in 1949 to bring scattered buying and property tasks under one roof. Before that, many departments handled their own supplies and buildings, which led to duplicate work.

What the agency actually does

Most people never deal with the GSA directly, but its work touches a lot of daily government business.

  • Buildings: it owns or leases a large share of federal office space, including many courthouses and federal office buildings.
  • Buying: it sets up contracts that other agencies can use to buy items like office supplies, computers and services without starting from scratch each time.
  • Vehicles: it manages a fleet of cars and trucks that agencies lease.
  • Travel rules: it publishes per diem rates, the daily amounts federal workers can spend on lodging and meals in each area.
  • Technology: it builds and supports shared digital services for agencies and the public.

GSA in contracts and work travel

Two phrases with these letters come up often at work.

GSA Schedule (also called the Multiple Award Schedule) is a set of long term contracts with approved sellers. A company "on the GSA Schedule" has already agreed to terms and pricing, so agencies can buy from it more quickly.

GSA rates usually means the per diem amounts. Many private companies and state offices borrow those amounts for their own travel policies.

In a travel policy email: "Lodging will be reimbursed up to the GSA rate for the city you visit." This means the company will pay for a hotel up to the federal daily lodging limit for that location, and you cover anything above it.

This is general information. For exact contract rules or travel amounts, check the agency's current guidance or ask your contracting or travel office.

GSA as a school club

In middle and high schools, GSA usually names a student club. The older full form is Gay Straight Alliance. Many clubs now use Gender and Sexuality Alliance, which keeps the same letters. These clubs are generally described as a place where students who are LGBTQ and their friends can meet, talk and plan school events. To read about the related letters, see LGBTQIA+.

If you see GSA on a school club list or a morning announcement, it means the club, not the federal agency.

The setting usually settles the question. Contracts, budgets and federal buildings point to the agency. A school calendar points to the club.

Mix ups with similar letters

Several agency initials share letters with this one. GAO, the Government Accountability Office, is often confused with it. GAO reviews federal spending for Congress, while the GSA does much of the buying. Other look alikes:

  • HSA means health savings account, a type of medical savings account.
  • SEC means Securities and Exchange Commission, which oversees markets.
  • TSA means Transportation Security Administration, the agency at airport checkpoints.
